URAIA

SECOND QUARTER’S (FEBRUARY – APRIL 2007) REPORT

PREAMBLE:

The Centre for Minority Rights Development (CEMIRIDE) is one of the organizations implementing the Uraia Program through partner CSOs in Narok, Turkana, Pokot, parts of Tana River, Marakwet and Laikipia districts. The goal of this project is to increase awareness among minorities, marginalized and indigenous communities through capacity building.

CEMIRIDE’s target groups are the minority groups and pastoralists, the NCEP themes shall enhance their capacity for full participation in nation-building through training workshops, participatory theatre, traditional festivals, focused group dialogues, role plays and public Barazas.

Context

Uraia Program adopts the Rights Based Approach (RBA) for the Kenyan Citizens to come up and call for action, in areas where the Kenyan government or the leaders are not giving the people what is rightfully meant for their constituency more especially when it comes to the issues of Governance.

In the various regions of Implementation the Uraia Programme has been able to:

Training of community facilitators:

Training workshops is one of the intervention strategies being used by CEMIRIDE to implement the Uraia program. The training of 195 community facilitators begun on 18 th February 2007 to 10 th April 2007, they took place in; Nanyuki, Narok Aitong’ & Narok town, West Pokot – Chepereria, Kitale, East Baringo Nginyang’, Kibera, Tana River- Garsen, and Turkana - Lodwar.

Participants were drawn from all the target groups; Disabled, women, youths, opinion leaders and elders from the pastoral and minority ethnic groups.

  • Training of Community Facilitators

The trainings are being used to build capacity of the community facilitators using the Rights Based approach to reach their fellow community members.

  • Preparation for Training;
Identification and preparation of the 195 community facilitators,

The participants for the training were classified into three categories of profession that would be able to disseminate information to a larger population. Selected categories are; Teachers, CSO’s and Faith Based Organizations or Religious Leader(s).

In the course of the trainings, community facilitators were equipped with skills on communications and mobilization of the different target groups and the various entry points to use to get to their target groups from the Persons with Disability (PWDs) to the Women.

The community facilitators were from all the regions where CEMIRIDE are implementing the Programme; Turkana, Narok, Pokot, Garsen division, Marakwet, Doldol in Laikipia district, Kapenguria, Kibera, Narok, Pokot and Turkana.

The trained community facilitators are expected to assist the already implementing facilitators and District coordinators through volunteering.

  • Divisional Baraza’s and dialogue forums - On going activity
The Dialogue Forums include face to face, door to door dialogue meetings, is another intervention being inputted, it has been an on going activity from September 2006.

The dialogue forums with the use of theatre, door to door, informal meetings and baraza’s are interventions used by out partners on the ground to enlighten the communities on the Uraia themes.

  • Translation of the Uraia Booklet
The translators were Identified by our partner CSO’s. CEMIRIDE edited the Uraia manual as a result it has been reduced to 12 pages from 172.
Some of the regions have already submitted their translated versions of the booklet.

The table below illustrates the number of people reached by the Facilitators during the Quarter Feb - March 2007 using the trainings and dialogue forums intervention:

CHALLENGES

 Below are some of the challenges faced during the quarter:

  1. Insecurity
Most of our partners were faced with cases of insecurity within their areas of implementation. Some of these cases were due to internal conflicts or cross border conflicts.
  • Illiteracy
High rate of illiteracy have slowed down activities, in some areas of implementation thus proved to be a great challenge to the facilitator.
  • Political Interference

The some partners have experienced instances of political interference from political aspirants whom demand to be given honour, association and ownership of the program on the ground.

  • Inadequate Resources
Limited resources to the facilitators to conduct and reach out all the areas of implementation, especially the inaccessible divisions and locations. Poor infrastructure has also played a major role in not easily accessing the areas due to the terrain.
  • Vast coverage areas
Some of the facilitators have a very large area to cover, there work is frequently hampered by travelling cost. There are very long distances to be covered.

The trained community leaders, who were trained in December 06, are too reluctant to work as volunteers in the program hence leaving all the bulk of work to the facilitators.

Delay in submission of reports from the partners

The challenge that CEMIRIDE has face is the delay in submitting monthly reports by partner CSOs. Hence delaying the Financial and Monthly / quarterly reporting system to the Consortia and FMA.

LESSONS LEARNT

  • Majority of communities are not well embraced with the themes discussed by the Uraia i.e. Governance, Human Rights which have brought about a lot of public debate and calls to actions made to the various MPs and provincial administration concern.
  • Great response while discussing cross cutting issues, there has been positive response and open discussion i.e. HIV/AIDS.
  • There has been a larger turn out of people to attend the Uraia program especially women.
